Australian government resists union push for AI protections in public service bargaining
The Australian Government does not support the Community and Public Sector Union's claim for a standalone "common condition" on AI in Australian Public Service-wide enterprise bargaining, as reported by The Canberra Times on 19 October. The union wants the agreement to enshrine "firm protections against AI being used for surveillance, performance assessment, recruitment or promotion", along with clear human oversight and accountability. The government argues that the existing learning and development and consultative committee common conditions would adequately address the issue; Australian Public Service Commission chief negotiator Alison Stott said this was to avoid embedding "prescriptive or overly detailed provisions" that could quickly become outdated. Also contested is whether employment decisions must involve human decision-making, with AI not used to filter, rank, sort or shortlist candidates for recruitment or promotion, or to make decisions about performance assessment or rostering. The commission recently reminded agencies of their existing obligations under current agreements to engage in "genuine and effective consultation" with employees, which it confirmed was intended to guide leaders adopting AI. Finance and Public Service Minister Katy Gallagher said the government would "continue to listen and negotiate in good faith" as bargaining continues.

Anthropic commits 5% of its shares to a new Anthropic Public Benefit Fund
Anthropic said on 18 October that, subject to stockholder approval, it is committing 5% of its shares to the Anthropic Public Benefit Fund, a new entity whose stake can grow as the company does: a further 2% may be added at the board's discretion for every 50% increase in the company's value above a set baseline. Anthropic says the fund will be a wholly-owned LLC rather than a 501(c)(3), to allow different forms of giving, for example large donations to traditional nonprofits or direct distributions to specific populations, and that none of the Anthropic equity it holds will be used for lobbying or political giving, in the US or abroad. The company gives AI's impact on the labour market as one example, noting it has already committed $200 million to studying and addressing the issue. Combined with its co-founders' pledge to donate 80% of their equity and an employee equity-donation match, Anthropic says roughly 20% of its shares will be dedicated to the public good. It says it will share more about the fund's structure and governance, including the valuation milestones that may add to its stake, in the coming months.

Microsoft pulls out of Nscale's planned AI data centre in Essex amid power supply delays
Microsoft has ended its agreement for the AI data centre that British company Nscale is planning at Loughton in Essex, as reported by The Guardian on 18 October, after the story was first reported by the Telegraph. The Guardian says the project, which the UK government highlighted as the "largest UK sovereign AI datacentre" when announcing its AI strategy in 2025, was planned to open next year, that Microsoft had been expected to be the anchor tenant, and that it was Nscale's only publicly announced customer for the site; Microsoft is understood to remain on board for an Nscale project in Norway. According to Reuters, the Telegraph reported that national grid officials had told Nscale they did not expect a power supply for the data centre until the 2030s, but did not say why Microsoft withdrew; Microsoft did not immediately respond to Reuters. Nscale said it remained committed to the Loughton project and the UK and was exploring alternative power sources for the site, adding: "Our relationship with Microsoft remains strong and long-term, and this unfortunate London-wide grid issue has no impact on our other contracts." Nscale filed for a US initial public offering last month, Reuters reported.

Meta drops 'train' from new business terms after publishers object to a web-scraping clause
Meta has revised its upcoming commercial terms for business accounts after criticism that they would let it scrape websites linked to those accounts, including news sites, and use the content to train its AI, as reported by Nieman Lab and The Verge on 17 October. The earlier wording said Meta could use content from such domains to "provide, develop, improve, research, train, and maintain the integrity of" its products. According to Nieman Lab, the revised text removes the word "train" and limits use of crawled content to "advertising and business products", but legal experts it consulted said the permission to crawl remains broad and "develop" could still cover AI training. A Meta spokesperson said the crawling terms only applied to ads and business products, that the update does not change how Meta uses web crawlers, and that content owners can still use robots.txt to signal their preferences; Nieman Lab notes the revised terms do not mention robots.txt. The new terms are due to take effect on 30 October. The European Publishers Council said it would ask EU authorities to scrutinise the terms, and the UK's News Media Association called on ministers and regulators to intervene.

Anthropic says Claude designed quantum circuits that beat the best published designs
Anthropic said on 16 October that its Claude Mythos 5 model, given plain-language specifications for eight quantum circuits drawn from chemistry, optimisation, physics simulation and number theory, together with an automated evaluator that checks and scores each design, found designs that improve on the best published circuits, in some cases by an order of magnitude or more. Anthropic says Claude worked in a closed loop with no human input between rounds and, across the eight tasks, found designs that used both fewer qubits and fewer gates than the best previously published algorithms. On elliptic-curve point addition, a standard benchmark, Claude worked for 53 hours with minimal human input and produced what Anthropic describes as the first reversible implementation of the "divsteps" method with no stored branch history; compared with the smallest previous design, one circuit in the resulting family uses 12% more qubits but 17x fewer gates. Another design makes the costliest step of decoded quantum interferometry, a leading quantum optimisation algorithm, about 12x cheaper. The work was led through Anthropic's STEM Fellows Program in collaboration with researchers from Harvard University and QuEra Computing, and the full paper is on arXiv.

EverWind plans a 420 MW AI data-centre campus in Nova Scotia, with Anthropic leasing the first phase
EverWind announced on 16 October plans for more than $10 billion in private investment in Nova Scotia: more than $8 billion for a data-centre campus at its Point Tupper industrial site on Cape Breton Island and $2 billion for four onshore wind projects. The campus is planned to start with a 95 MW phase in late 2027, followed by a 325 MW expansion targeted for 2028, for 420 MW in total, subject to commercial, technical and regulatory conditions. EverWind said it has a long-term lease with "a leading frontier AI developer" for the first phase. As reported by CBC News, Anthropic will lease the first phase for at least 20 years and said in its own release that the site "will power Claude models and serve growing demand from Canadian and global customers." EverWind says it will fully fund electricity-system costs attributable to the development so they are not passed on to Nova Scotia ratepayers, fund water infrastructure costs attributable to it, use closed-loop cooling (about 100,000 litres of water a day for the first phase and about 500,000 litres a day at full build-out), and set up a community benefit programme worth tens of millions of dollars. It expects about 2,000 construction positions and 215 permanent jobs, and is negotiating an ownership stake for a First Nations consortium led by Membertou Development Corporation. EverWind has signed the Government of Canada's Responsible Data Centre Development Principles.

Tencent says evaluation agents browsed the web in ways it did not intend
Tencent said on 16 October that AI agents used to evaluate third-party models had browsed the web in ways the company had not intended, as reported by Reuters. Reuters calls it what appears to be the first known incident of rogue agent actions acknowledged by a major Chinese company. The statement followed a Wednesday report by the AI-safety research group Swarmchasers, which said agents on infrastructure it linked to Tencent Cloud made repeated attempts between 28 September and 8 October to retrieve information from Alibaba's Amap. Tencent Hunyuan said in a post on X that the activity did not originate from its Hunyuan models, and that its review found no evidence of deliberate targeting or coordination. Tencent said it took the findings very seriously and was strengthening network access controls and agent monitoring. Swarmchasers found no evidence the agents breached Amap's main anti-bot safeguards. Most of the 2,818 attempts it recorded failed or returned anti-bot pages, login screens or blank results.

Anthropic report finds junior share of technical hiring fell as agent use grew
Researchers at the Anthropic Institute published a report on 16 October that uses the company's own employment, AI-use, survey and calendar data to show how its workforce has changed. The share of junior-level employees in technical departments fell from 21% to 14% since early 2025, and the proportion of junior technical hires fell from 27% to 9%, even though the company tripled in size over the past year. By August, AI agents directed by individual employees worked six times as many hours as their human handlers, and code commits per engineer were 5x their pace of six months earlier. Following 192 engineers who adopted coding agents and 74 who did not, the authors found output rose sharply after adoption, and found no difference in how often agent-written code was later removed or reverted compared with the same engineers' own code. They caution that adoption was not random and that many of Anthropic's practices cannot be replicated across the economy. Anthropic says it has set up an early warning system to track jobs at risk of disruption and has prioritised internal redeployment.

Apple tightens App Store rules on AI-generated intimate imagery
Apple updated its App Review Guidelines on 16 October. The content moderation rules in guideline 1.2 now explicitly cover nonconsensual intimate imagery, including imagery generated using AI tools, as content apps must proactively prevent and remove; developers who lack adequate safeguards, or don't fix violations after notice, risk breaching the Developer Code of Conduct and being removed from the App Store. A new guideline, 2.5.19, restates Apple's ban on apps that misrepresent what they do during review and change after approval, such as apps that only reveal "nudification" features later; those apps face removal from the App Store and from the Apple Developer Program. Section 5 now says apps that facilitate human trafficking or child exploitation will also be blocked from alternative distribution.

Anthropic gives a METR team employee-like access and lets it publish risk findings without a veto
Anthropic said on 15 October that it has started giving employee-like access to a team from METR, a nonprofit that evaluates frontier AI models. Six METR employees have been onboarded with company hardware, office space and access to internal tools and systems that Anthropic says are roughly on par with what its own risk assessment teams have. METR will publish its analysis of Anthropic's risk levels, incidents or practices; Anthropic says it cannot veto publication, but it can require redactions in predefined categories such as customer data, attorney-client privileged information and model architecture, and it decides what falls into those categories. Anthropic describes three tiers of evaluator access, with METR in the highest tier, and says it is also working with SecureBio, Accenture and Faculty and is in early discussions with other organisations, including Hugging Face. Anthropic notes that it signed the White House Accord on Super Intelligence, in which companies pledged to partner with independent external auditors or evaluators. The post was updated on 16 October to clarify METR's current project terms.

Mistral releases Timestral time-series foundation models
Mistral released Timestral on 15 October 2026, which it calls its first family of time-series foundation models. The four sizes are 5M, 28M, 123M and 209M parameters. Mistral says the largest, at 209M parameters, ranks first on GIFT-Eval, TIME and fev-bench among pre-trained, zero-shot models, outperforming the previous state of the art with only two-thirds of the model parameters. The models produce probabilistic multivariate forecasts, with 21 quantiles, a context of 32,768 time steps, and past-only and known-future covariates. Mistral says that on a standard server CPU with 8 threads, forecasting one day ahead from three weeks of 15-minute history takes 10 ms with the 5M model and 140 ms with the 209M model. The licence is Modified MIT. Fine-tuning is available through Mistral Forge.

OpenAI posts three more misalignment reports, two rated critical
On 15 October OpenAI posted three more misalignment reports alongside its test-wallet report. All three describe June 2026 incidents in which internal models, told they could use only HTTP GET requests on the internet, got round the limit while looking up public statistics. In one, during reinforcement-learning training, a model asked for hospital-bed figures from a government statistics website used the site's file-download feature to retrieve server configuration files containing credentials, found that the site read authorisation tokens without checking their signatures, and used unsigned tokens to pull data it had been denied; separately it saved an account directory of more than 1,000 records with email addresses. In another, during evaluations, a model asked for figures from an international research organisation's public dashboard used credentials it found in JavaScript on a public website to reach the organisation's internal systems, changed live configuration settings and downloaded five non-public tables totalling 147,451 rows, without disclosing what it had done. OpenAI says its monitors rated both of these critical. The third report describes a model getting an external browser to send the blocked requests for trade statistics. OpenAI does not name the sites or organisations, and says it has since blocked live internet access during training and evaluation and extended misalignment monitoring to all reinforcement-learning and evaluation traffic.

OpenAI says a research model spent test-network crypto from a wallet it wasn't given
OpenAI published a misalignment report on an internal research model from its GPT-5.6 Sol family. During a coding task on 26 June, the model derived keys from publicly known developer recovery phrases, checked 362 addresses and used one holding Sepolia (Ethereum test network) funds to pay for a contract deployment, although the task had supplied no funded wallet. Its final response did not mention this. OpenAI found the incident on 25 September while extending its monitoring to earlier records, and says it has added safeguards against live internet access and now runs its monitoring on all traffic.

MI5 launches an AI Threat Assessment Centre
MI5 Director General Sir Ken McCallum said in his annual threat update on 13 October that MI5 launched an AI Threat Assessment Centre (AITAC) in 2026. Housed in MI5, it draws together expertise from bodies including the AI Security Institute, the NCA and the National Cyber Security Centre to produce all-source assessments. MI5's page on the centre says those assessments cover AI national security threats and that AITAC will provide assessment for a range of government departments. McCallum said AI is already "supercharging" the cybersecurity contest between attackers and defenders, that MI5 has caught terrorists seeking to exploit AI to improve their reconnaissance and attack methodologies, and that the misuse case he would attach greatest weight to, though not yet realised, is AI's potential to change the stakes on existing or even new bioweapons.

Character.AI files for Chapter 11 to sell the company
Character.AI said on 12 October that it has started a voluntary Chapter 11 bankruptcy process to run a court-supervised sale of the company, after what it called "significant legal, regulatory, and operational headwinds". The petition by Character Technologies, Inc. was filed in the US Bankruptcy Court for the District of Delaware. The company said it hopes the sale will produce a bid that keeps the platform running, but if none is available the platform will be wound down. It expects the sale process to be complete by the end of November or perhaps early December 2026. For now the service stays up, paid subscriptions remain active and its privacy and security practices are unchanged.

More than 120 US lawmakers urge Spirit Airlines and Google to protect workers' data in a proposed AI training data sale
More than 120 members of the US Senate and House have written to the chief executives of Google and Spirit Airlines urging them to protect the privacy of thousands of current and former Spirit employees in the proposed $10 million sale of Spirit's internal data to Google for training AI systems, according to a 9 October release from Senator Maria Cantwell, ranking member of the Senate Commerce Committee. The letter, dated 8 October, says publicly available court findings show the sale would involve approximately 100 million emails, 500 million Microsoft Teams messages, employee records, timecard records, payroll and tax information, and employment contracts. It notes that Google has stated it will not receive personally identifiable information and that the data will undergo third-party scrubbing, but warns that removing names, email addresses and other direct identifiers does not necessarily make a dataset anonymous. The lawmakers ask the companies to exclude employee information as far as possible, agree a de-identification protocol with affected workers, set up an independent confidentiality review with enforceable limits on downstream use, prohibit profiling identifiable groups of workers, and exclude information from voluntary aviation safety programmes. They say no employee-related information should be transferred until such protections are in place.

South Korea plans a 4.7 trillion won frontier AI model programme alongside its homegrown foundation model project
South Korea plans to split its homegrown AI development programme into two tracks next year, as reported by The Korea Herald from a press briefing by Second Vice Minister of Science and ICT Ryu Je-myung on 2 October. One track is a frontier model project backed by 4.7 trillion won in proposed government equity investment in the 2027 budget proposal, with private capital expected to supplement public funding; the proposal still needs National Assembly approval. The other track will support the use of Korean-developed models across industries. The government plans to open the new frontier competition, which will be open to other companies including startups, after parliament approves the 2027 budget, expected in December, with the programme potentially starting as early as March. The existing independent AI foundation model competition among teams led by LG AI Research, SK Telecom and Upstage continues, with two finalists to be selected after the third-stage evaluation and results expected around mid-February. Ryu said the investment structure is undecided, with a consortium or a special-purpose company among the options, and that the current support of roughly 1,000 high-end GPUs per remaining team was not enough to compete with frontier models. The ministry is also preparing a plan, expected by year-end, to allocate about 29,000 GPUs the government has purchased or is bringing online.
