Korea sets out a plan to ease AI data-centre permits and back domestic equipment
The Ministry of Science and ICT said it presented an "AI data-centre ecosystem support plan" at the second Regulatory Rationalisation Committee, chaired by the president, on 23 October 2026. The attached release says the committee met that day from 14:00 to 15:30 at the state guest house at Cheong Wa Dae. The release does not name a time zone. It says the plan will be followed by subordinate rules under the Special Act on the Promotion of the Artificial Intelligence Data Center Industry, which the release says was enacted in June.

Taiwan plans criminal penalties for unauthorised AI chip exports to China
Taiwan plans to add advanced semiconductors and AI servers to its export control list, Economics Minister Kung Ming-hsin said in a Monday interview with Bloomberg, as reported by Taiwan News. The minister said unauthorised shipments of restricted equipment could then lead to criminal charges under the Foreign Trade Act. Kung said the changes are part of the commitments under the Taiwan-US Agreement on Reciprocal Trade and that some export controls would follow US rules, but he did not say when they would take effect. Taiwan News reported that in August prosecutors indicted nine people over an alleged scheme to export AI servers to China, using charges including breach of trust and document forgery.

China proposes export controls on large AI model weights
MOFCOM and the Ministry of Science and Technology issued Announcement No. 48 of 2026, proposing to add 40 technologies to China's catalogue of prohibited and restricted export technologies, 23 of them AI (large models, agents, computing clusters, information processing). Technology already public through open source or papers is excluded. Comments run 16 October to 15 November, and exporters must register covered exports in the meantime. Bloomberg reported thresholds include models of at least 2 trillion parameters or top-10 global rank.

India's NITI Aayog releases a framework to help states assess AI-driven data-centre investments
NITI Aayog's Frontier Tech Hub released a Data Centre Evaluation Framework on 14 October to help India's state governments plan, evaluate and facilitate data-centre investments, according to a government release posted on 15 October. The release says India's data-centre capacity has grown from about 375 MW in 2020 to approximately 1.5 GW, driven by demand for AI, cloud computing, high-performance computing and data-intensive applications. Developed with input from industry, the Ministry of Electronics and IT (MeitY), the Ministry of Power and DPIIT, the framework has five pillars: power and energy; water and cooling; siting and environmental sustainability; economic and strategic value; and policy, governance and implementation. Recommendations include assessing grid readiness and net grid draw, promoting renewable and storage-backed power, evaluating basin-level water stress, identifying data-centre zones, distinguishing colocation from active compute services, and linking state incentives to measurable outcomes. The release describes the framework as a decision-support tool for state governments; NITI Aayog's CEO said it would help states make informed decisions and support faster, more predictable project execution without creating an additional layer of regulation.
