OpenAI said on 23 October 2026 that it and Poland's NASK National Research Institute have signed an agreement to explore collaboration on AI safety, security and technical research. OpenAI says NASK's AI Safety Research Center, which serves as the Polish Artificial Intelligence Safety Institute, and OpenAI will work on evaluating increasingly capable AI systems, identifying vulnerabilities and strengthening safeguards.
OpenAI says the agreement builds on work with cyber defenders in Poland. It says that in July, CERT Polska, which operates within NASK, gained access to OpenAI's cyber-capable models through a programme called Daybreak, and that the team used those models to help discover six vulnerabilities in MikroTik RouterOS, including flaws that could be combined to take control of affected devices without authentication. OpenAI says the vendor released fixes, and that CERT Polska confirmed the fixes prevented the attacks it had observed.
The post does not announce a new model, a new legal duty, or funding.
What it means for business: no new rule. The agreement is a research collaboration between OpenAI and a Polish public institute. It does not, on this page, change what customers must do.
