OpenAI's latest funding target is reported at about $20 billion, $10 billion lower

Bloomberg Law's article, timestamped 31 October 2026, 5:09 AM UTC, says OpenAI has cut its fundraising target by $10 billion, as reported by the Financial Times. The visible article says the Financial Times reported that OpenAI is now seeking about $20 billion at a $1.25 trillion valuation, down from $30 billion at a $1.4 trillion valuation last month, citing people with knowledge of the matter. It says some investors have reduced their commitments to the round. In that account, an AI stock selloff and Anthropic's impending public listing are what complicate the effort to secure commitments.

Microsoft sets 1 February 2027 to honour a shared AI-training preference, and adds a grounding control

Microsoft's Bing blog, dated 30 October 2026, says it will offer publishers separate preferences for AI training and for grounding, and that those preferences do not change eligibility for traditional Bing search results. The post says they do not establish licensing or payment arrangements. It says the training preference is the shared one being discussed in the IETF AI Preferences working group and described in an Internet-Draft. The examples use the robots.txt token `__usage_ai-training`. OpenAI and Google also posted on 30 October about that shared training signal. This post is Microsoft's schedule and its separate grounding control.

OpenAI and Google say they will honour a shared robots.txt signal for AI training

OpenAI's post, dated 30 October 2026, says it will honour a common signal in robots.txt for the use of a site's content for foundational generative AI training. It calls the step voluntary. It says the signal will not replace OpenAI's existing robots.txt controls, which will continue to apply. It says it aims to implement the signal in the coming months and will post again when it does. It says the move draws on the IETF AI Preferences working group, and that OpenAI is joining other participants in that group's announcement the same day. The post does not name the token and does not name the other companies.

Cursor says a tampered Claude Code extension was on its marketplace for part of 29 October

Cursor's notice, dated 29 October 2026, says a maliciously modified copy of the extension Anthropic.claude-code, versions 2.1.312 and 2.1.313 for Windows and MacOS, was available in the Cursor VS Code Extension Marketplace between about 2:27am PT and 1:35pm PT that day. Cursor says those versions were not developed by Anthropic. It says the extension runs code that attempts to install a persistent SSH backdoor: it collects host and user information, tries to add an attacker-controlled SSH key, tries to enable the local SSH service, and tries to open a reverse tunnel. Cursor says that on most macOS and Windows hosts the step that turns on the local SSH service fails, because it needs administrator rights the extension does not have, and that the attacker could not have logged in through the tunnel on those hosts. It also says the extension added the attacker's key, installed persistence, and sent host details.

Amazon says it will put $1 billion into US data-centre communities

Amazon's third-quarter results release is dated 29 October 2026. It does not print a time of day. Among the items since the previous earnings announcement, Amazon says it introduced Built Together, a new $1 billion community investment in U.S. data center communities. The release says the money is to support priorities those communities value most, including free community college and trades training, energy and water efficiency upgrades for schools, community buildings and homes, and flexible annual funding for local priorities such as roads, fire equipment, affordable housing and food security. It does not say how much of the $1 billion is for energy or water, and it does not give a payment schedule.

OpenAI's post, dated 29 October 2026, says it is updating the Model Spec, which it describes as its public account of how it wants its models to behave. The update organises the guidance around five values: faithfulness to human intent, harm minimization, honesty and transparency, human agency, and care. The post says the revision adds guidance on context, oversight and agency, adjusts some behavioural defaults, and retires much of the detailed style guidance.
