New Jersey Assembly committee lists AI bills for discussion only

The Assembly Science, Innovation and Technology Committee met on Monday 19 October 2026 at 1:00 pm, in Committee Room 11 at the State House Annex in Trenton. The legislature's record of the proceeding says the committee was to hear invited testimony on artificial intelligence and society. Four bills are marked Discussion Only: A3065, a civil right of action for misuse of a person's name, image, likeness or voice; A5089, the AI Image Disclosure Act; A5090, the GAI Accountability Act, on civil penalties for generative AI platforms engaging in harmful activity, including exploitation of children; and A5275, disclosures by certain AI developers to the Attorney General. The status column on that page still reads AST. The last-action dates shown are 13 January 2026 for A3065, 14 May 2026 for A5089 and A5090, and 15 June 2026 for A5275.

As reported by the New Jersey Globe, dated 19 October 2026, the committee discussed the three measures sponsored by Assemblyman Andrew Macurdy and took no votes. The Globe article is the source for that "no votes" sentence. The legislature page itself labels the bills Discussion Only and does not print a vote tally.

What it means for business: these New Jersey bills were not advanced at this hearing. No new state duty follows from the proceeding record. Advertisers, generative-AI platforms and developers who sell into New Jersey may want to watch whether A5089, A5090 or A5275 is later scheduled for a vote.
