Korea's Cabinet clears AI Basic Act amendment sending government-built AI training data to AI Hub
13 Oct 2026 · added 17 Oct 2026
MSIT said on 13 October that amendments to the AI Basic Act and the Data Industry Act had passed the Cabinet (State Council). The details here are from Electronic Times (etnews)'s report of that release. The AI Basic Act amendment makes it mandatory to link and provide AI training data built or produced in government projects to MSIT's AI Hub, which MSIT has run since 2018 and which has 945 government-built training datasets open (as of the end of last year). A project performer may withhold data for reasons set by presidential decree, such as protection of trade secrets, infringement of personal information or copyright, or national security.
The Data Industry Act amendment lets the MSIT minister ask public bodies and private companies to cooperate in linking data-location information to a one-window service. Public bodies must comply unless there is a special reason. Both were among the "AI and data innovation three laws" passed by the National Assembly plenary on 1 October, and are due to take effect in April next year (2027), six months after promulgation.
What it means for business: contractors on Korean government AI projects should expect to hand training data to AI Hub from April 2027 unless an exemption applies.
