Connecticut AI and online safety provisions take effect
1 Oct 2026 · added 17 Oct 2026
Parts of Connecticut Public Act 26-15, An Act Concerning Online Safety, took effect on 1 October 2026. From that date, a provider of a paid AI subscription must disclose key terms before charging a Connecticut consumer. Section 2, the frontier-developer provisions, also took effect on 1 October 2026. A large frontier developer must have that section's anonymous reporting process in place by 1 January 2027. The act's AI-companion rules, in sections 4 to 6, do not apply until 1 January 2027. A separate act, Public Act 26-73, also took effect on 1 October 2026: employers who electronically monitor staff must name the workplace locations in the notice, and give people hired from that date a plain-language statement about monitoring without prior notice.
What it means for business: check which duties started on 1 October. Section 2's frontier-developer rules did. Companion-chatbot rules in Public Act 26-15 did not, and the large-developer reporting process is due on 1 January 2027.
