California signs 'No Robo Bosses' and AI layoff notice laws

Governor Newsom signed SB 947, which stops employers relying only on AI for discipline or termination decisions, and SB 951, which requires disclosure when a mass layoff, relocation or termination is caused by an AI system. He also signed bills on workplace surveillance, AI in health care, watermark removal and updates to the California AI Transparency Act.

What it means for business: California employers using automated tools in HR need human review and updated WARN notice processes.
