California executive order advances AI 'kill switch' and independent oversight

Governor Newsom ordered faster implementation of SB 813 (independent verification organisations) and AB 1405 (AI auditor registry), and convened experts to recommend within two months possible rules on onsite verifiers at frontier labs, verified safety filings, an emergency shutoff for frontier models, and loss-of-control incident definitions.

What it means for business: frontier developers in California should expect proposals by mid-November that could become 2027 legislation.
