China releases AI Security Governance Framework 3.0

On 14 September 2026, at the opening of National Cybersecurity Week, the National Cybersecurity Standardization Technical Committee released the Artificial Intelligence Security Governance Framework 3.0. The Cyberspace Administration of China said the committee prepared it under CAC guidance, after versions 1.0 in 2024 and 2.0 in 2025. The notice says the framework keeps a logic of risk classification, technical responses and comprehensive governance.

What it means for business: a guidance framework. The CAC notice does not say it is a binding law.
